"Your vessel will act as a miniature version of the Federation."
"Why sir?"
"Well... not all species get along with each other very well Captain."
"I understand that Sir... but..."
"We want to give everyone a chance to live together as one group instead of one of many groups."
"That's quite a lofty goal."
"Very much so." The Admiral said, and then added almost under her breath, "especially since not everyone will be members of the Federation." "Sir, I'm confused! What did you just say?"
"I said not all species that may live on this ship will be members of the Federation. You see Captain, we must try to be totally non discriminative onboard the Phoenix. If an individual wishes to live here and agrees to abide by the rules of this ship, they will be welcome to make their home here. This will be true regardless of whether the person in question is young or old, Romulan, Klingon, Human, or even a species the Federation hasn't meet yet."

With the Dominion war just recently ended, the whole galaxy has made a collective sigh of relief. For the moment, the galaxy is once again at peace.
No longer needing to churn out warship after warship, the Utopia Ship Yards have began construction of a different type of vessel. Calling itself, "the victory project", the shipyards have completed the first ever Victory class vessel; the Phoenix. Due to the massive amounts of resources needed to create such a vessel, it is unlikely another Victory class will ever be created.

Many revolutionary oddities were created during the construction of the Phoenix. Due to it's massive size (almost 5 times that of a galaxy class), the Phoenix requires a state-of-the-art dual warp core system. Each core, functioning independently of the other, powers the ship to a max cruise speed of warp 8.7 along with powering all other key ship systems. The ship contains a Mark V EMH along with the most advanced medical facilities short of StarFleet Medical. The ship is equipped with six holodecks along with an arboretum and other natural environments for experiments and crew enjoyment.

Although the ship is equipped with high tech equipment and weaponry sufficient to qualify it as either a warship or a science vessel, the Phoenix is primarily thought of as a colony vessel. In fact, 3/5 of it's interior is devoted to none military purposes. The Phoenix is capable of carrying over 25,000 individuals, although 5,000 civilians plus two to three hundred crew members is the largest comfortable amount of people the ship can hold. The ship has massive amounts of civilian quarters, along with a school, a library, shops, restaurants, and other civilian comforts to accommodate any need.
